Residue is the number one cause

Cause one: too much cleaner
Read your bottle and measure. Concentrates are typically diluted at a small fraction of an ounce per gallon, and pouring by eye routinely doubles or triples it.
The fix has two halves. Strip what is there with two or three plain-water passes, drying between each. Then mop with correctly measured solution going forward. On a badly filmed floor, the first strip pass can look dramatically better within one room.
Cause two: hard water
Minerals in tap water stay on the floor when the water evaporates. In hard water areas this builds a chalky film that no amount of cleaner removes, because the cleaner is not what is on the surface.
Two fixes work. Use distilled or filtered water for your final rinse pass, which stops adding minerals. Or dry the floor with a microfiber pad immediately after mopping so the water never evaporates in place. The dry pass is faster and free, and it is built into the damp mop technique.
Cause three: the wrong product entirely
Oil soaps, wax-based restorers, and anything promising to shine, feed, or rejuvenate a floor leaves a deliberate film. That is what the product is. On a factory-finished floor there is nothing to feed, so the film just sits there, yellows, and collects dirt.
Products meant for one surface also cause haze on another. An alkaline degreaser sized for a garage floor will strip and dull a wood finish. A stone cleaner is not a wood cleaner. The label test that sorts this out is in whether you need a pH neutral cleaner.

Cause four: a dirty mop
A saturated gray pad is not cleaning. It is redistributing dissolved soil across the floor, which dries as a thin brown film that reads as dullness.
Change or rinse the pad far more often than feels necessary -- every couple hundred square feet on a flat mop, or use a second rinse bucket alongside your solution bucket. Wash microfiber pads without fabric softener, which coats the fibers and permanently reduces how much they grab.
When it is not residue
If plain water changes nothing, you are looking at the finish itself. Three things cause that.
Acid etching, from repeated vinegar or from an acidic cleaner used on stone or on a polyurethane finish. Abrasive wear, from grit ground in over years by mopping unswept floors. And ordinary age -- finishes have a service life measured in years, not decades, in a busy household.
None of those are cleaning fixes. The usual remedy is a screen-and-recoat, which lightly abrades the old finish and adds a fresh coat without sanding to bare wood. The wax exception
If your floor is waxed rather than polyurethane-coated, water-based cleaners will haze it every time, and no amount of rinsing fixes that. Waxed floors are buffed, not mopped, and they need a different product family entirely.
