What pH actually measures
The pH scale runs from 0 to 14. Below 7 is acidic, above 7 is alkaline, and 7 is neutral. Cleaning products live all across it, and where a product sits determines what it dissolves.
Acids dissolve minerals -- limescale, rust, and, unfortunately, calcium-based stone. Alkalis dissolve fats and oils, which is why degreasers are strongly alkaline. Neutral products rely on surfactants, which lift and suspend soil without chemically attacking anything.
That is the whole trade. Neutral cleaners are less aggressive on dirt and far kinder to surfaces.

Where a stronger cleaner is fine
Unsealed concrete in a garage, a basement slab, a shop floor, or a utility room can take an alkaline degreaser without harm. Heavy grease in a commercial kitchen needs one.
Glazed ceramic tile itself tolerates a wide pH range. The catch is the grout between it, which is cementitious and porous, so a strong acid used repeatedly on tile erodes the joints even though the tile is fine.
The rule of thumb: if the floor's appearance depends on a coating, a sealer, a polish, or the mineral surface itself, use neutral. If it is raw material you are just trying to degrease, you have latitude.
How to read a label that will not tell you the pH
Most consumer bottles do not print a pH number. Use these signals instead.
Words that suggest acidic: descaling, lime, rust, hard water, citrus, vinegar, tub and tile, toilet bowl. Words that suggest alkaline: degreaser, heavy duty, industrial strength, oven, drain, ammoniated, bleach-containing.
Words that suggest neutral: pH neutral, safe for natural stone, safe for sealed hardwood, no-rinse formula. The phrase "safe for natural stone" is the most reliable single tell on a consumer label, because a manufacturer who claims that is committing to a non-etching formula.
"Natural" and "plant-based" tell you nothing about pH. Lemon juice is natural and it etches marble in seconds.
Dilution matters as much as pH
A properly neutral cleaner used at three times the label concentration still leaves a film. That film scatters light, so the floor looks dull, and it holds dirt, so the floor gets dirty faster. Most complaints about hazy floors are dilution problems, not product problems.

Why vinegar keeps coming up
Vinegar sits around pH 2.4 to 3.0. It genuinely cuts hard water film and light soap residue, which is why it feels effective on a floor that has been over-cleaned with a filmy product.
But it is an acid. On stone it etches. On polished concrete and terrazzo it etches. A safety note
Never combine chlorine bleach with any acid, including vinegar, or with ammonia, which is in many glass cleaners. Both pairings release toxic gas. Never mix hydrogen peroxide and vinegar in one container.
