The four-step sequence
Food service works in a fixed order, and the order is the point.
Wash with a detergent and warm water to remove soil. This is the step that does most of the work, because soil shields microbes and consumes sanitizer.
Rinse with clean potable water to remove detergent residue. Skipping this can quietly cancel the next step, because some detergent chemistries bind sanitizer actives on contact.
Sanitize with a product rated for food contact, at the concentration its label specifies, for the contact time its label specifies.
Air dry. No towel. The surface is left to dry on its own.

When a rinse afterward is required
Three situations call for one.
The first is a product that is not rated for food contact. Plenty of effective household disinfectants fall into this group, and their labels say so, usually with a direction to rinse food contact surfaces with potable water after use.
The second is a product used above its labeled concentration. Sanitizers rated to be left on a surface are rated at a specific strength, and a stronger mix is outside that rating. Making it stronger does not make it better, it makes it a different product with different requirements.
The third is anything where the label simply tells you to rinse. Labels vary between products that look nearly identical on a shelf, and the printed direction outranks a general rule of thumb every time.
Concentration is the whole game, and test strips exist for a reason

That is why food service uses test strips. Different chemistries need different strips: chlorine, quaternary ammonium and iodine each have their own ranges, and a strip for one does not read another. The strip is dipped in the working solution and compared against a color scale to confirm the concentration is in range.
Solutions also drift. Chlorine dissipates over time and faster in warm water or bright light, and any working solution loses strength as it picks up soil during a shift. A bucket mixed correctly in the morning is not necessarily in range by the afternoon, which is why kitchens re-test rather than re-assume.
Home cooks can buy the same strips inexpensively, and it is a reasonable thing to do if you are mixing a sanitizing solution regularly rather than using a ready-to-use product.

Why the drying step is not optional
Air drying is part of the process, not the absence of one. A sanitizer needs its contact time, and towel drying ends that time early for the same reason a disinfectant wiped off too soon does nothing, which is covered in why a disinfected surface has to stay visibly wet.
A towel also reintroduces what you just removed. Kitchen towels are damp, warm and handled constantly, which makes them one of the least clean objects in the room. Wiping a sanitized board with one undoes the step.
Stand boards on edge, rack dishes, and leave counters alone until they dry. Believing that a dish towel finishes the job is one of the more stubborn cleaning myths that waste time and money.
What this looks like in a home kitchen
After raw meat contact, wash the board and the counter with hot soapy water, rinse with clean water, then apply a food-contact-rated sanitizer for its stated time and let it air dry. Read the label to see whether a rinse is required at the end.
For everyday surfaces with no raw protein involved, washing and rinsing is generally enough, and a sanitizing step is not something ordinary days require. Keep separate boards for raw protein and for ready-to-eat food, wash cloths often and hot, and replace sponges before they smell.
