H13 and H14. These come from a European classification with a different test method. H13 is commonly described as 99.95 percent efficient and H14 as 99.995 percent, measured at that same most-penetrating size. H13 and H14 are broadly comparable to what Americans call HEPA, and marketing that presents H13 as dramatically superior is overstating the difference.

Why a Sealed Body Matters More Than the Filter
A vacuum pulls air through a filter only if the air has no easier route. If the machine's seams, hose connections, dust bin lid, or filter housing leak, dusty air bypasses the filter and comes straight out of the body.

Does a HEPA Vacuum Actually Help in a House?
