Antibacterial on a hand soap follows a different rulebook
Hand soaps and hand sanitizers are not surface products, and they are regulated as over-the-counter drugs rather than as pesticides. That is why an antibacterial hand wash carries a Drug Facts panel with an active ingredient listed by name and percentage.
It is also why several long-used antibacterial actives were barred from consumer hand washes after manufacturers were unable to show they worked better than plain soap and water for everyday home use. Regulators concluded the added ingredient had not earned its claim in that setting.
The practical takeaway is unglamorous. For hands, technique and duration do the work: wet, lather everywhere including under the nails and between the fingers, scrub for a good twenty seconds, rinse and dry. A plain soap used properly beats an antibacterial soap used for four seconds, every time.

Antibacterial on a sponge, a board or a fabric
This one catches almost everybody. When a physical object is described as antibacterial, the built-in treatment is very often there to protect the object itself, not the person using it.
A treated sponge, cutting board, shower curtain or towel usually carries a material preservative that slows odor and staining in the product. That is a product durability claim. It does not mean the item sanitizes what touches it, and it does not mean the item can go longer between cleanings.

When you do want a kill claim, buy on the organism list and the contact time rather than on the front-of-bottle adjective. A product that needs ten minutes of wet contact is not a wipe-and-go product, no matter how the label is styled.
