TL;DR
Every time you polish silver, you remove a small amount of metal along with the tarnish. On solid sterling that is negligible over a lifetime; on silver plate, where the silver layer is thin, repeated polishing wears through to the base metal and cannot be undone. Sterling or plate? Check before anything else
Sterling silver is solid, marked 925 or sterling, and the tarnish removal only affects the surface of a solid piece.
Silver plate is a thin layer of silver electroplated over a base metal, usually a copper alloy or nickel silver. Older plate marks include phrases like EPNS or triple plate. That layer is thin -- and each polish takes a little of it.
If you see a warm pinkish or yellowish tone showing through where a piece gets handled most, the plating has worn through to the base metal. Stop polishing that piece. More polishing widens the exposed area, and replating is a specialty service.

The gentlest effective method
Wash first. Warm water, a little mild dish soap, a soft cloth, then rinse and dry completely. A surprising amount of what looks like tarnish is food film and handling grease, and washing tells you how much real tarnish you are dealing with.
Then polish with a quality silver polish or a treated silver cloth. Apply a small amount with a soft cloth, work in straight lines rather than circles, and use light pressure. Straight strokes matter because circular scratching shows as a swirl pattern under light.
Rinse the piece thoroughly in warm water to remove all polish residue -- residue left in crevices dries chalky white and looks worse than the tarnish did -- and dry it completely with a soft cloth.
Work in a well-ventilated space and keep silver polish away from other cleaning products. Never mix any cleaner with bleach.
Why silver dips are usually the wrong tool
Chemical silver dips remove tarnish fast, and that speed is exactly the problem on detailed pieces.
Ornate silver gets much of its visual depth from darker tarnish sitting in the recesses -- the engraving, the repousse, the pattern on a fork handle. That contrast is often deliberate, and some pieces are even oxidized on purpose at the factory. A dip strips all of it uniformly, leaving the piece flat, gray-looking, and oddly lifeless.
Dips also work quickly and can leave a dull or milky surface if the piece stays in too long, and residue trapped in hollow handles keeps working after you take the piece out. Hollow-handled knives are the classic casualty.
Where a dip makes sense: plain, undecorated, badly tarnished pieces where speed matters more than nuance, used briefly and rinsed extremely thoroughly.
The aluminum foil and baking soda method
This is the electrochemical method -- silver in contact with aluminum foil in a hot baking soda solution, which converts the tarnish back rather than abrading it off.
It removes no metal, which is its real advantage, and it is fast. Its drawbacks are the same as a dip: it strips tarnish uniformly, including the intentional darkening in recesses, and it can leave a matte, slightly gray finish rather than a bright polish.
Do not use it on pieces with cemented parts, hollow handles, or attached non-silver materials, since hot water damages the cement and gets trapped inside. And never use it on anything valuable, antique, or sentimental without asking a conservator first -- the same caution that applies to any irreversible treatment on an old object, discussed in antique pieces and hidden-spot testing.

Rubber deserves a specific warning because it does not look dangerous. A rubber band around a bundle of flatware will leave a permanent dark band across every piece it touched, sometimes within days.
Storage prevents more than cleaning fixes
Tarnish is a reaction with air, so the whole prevention strategy is limiting air contact.
Store silver in tarnish-resistant cloth bags or treated flannel rolls, or wrap it in acid-free tissue and seal it in a plastic bag with as much air pressed out as possible. Anti-tarnish strips in a drawer or chest absorb sulfur compounds and are inexpensive.
Keep silver away from wool, felt, newspaper, rubber, and unsealed wood, all of which off-gas sulfur. Do not store it in a damp basement or a humid bathroom.
Use it. Silver that gets used and washed regularly tarnishes far less than silver that sits, because handling and washing remove the early film before it develops.
Other metals do not follow these rules
Nothing about silver transfers to the other metals in the same drawer. Brass may be lacquered, in which case polish ruins it, covered in lacquered versus unlacquered brass. Never wash silver and stainless together in the same sink of water or the same dishwasher load. Contact between the two metals in hot detergent causes a reaction that can permanently mark the silver.
