Why Does a Disinfectant Need a Clean Surface?

The Two Ways Soil Defeats a Disinfectant
They are separate mechanisms, and each one alone is enough to ruin the result.
Physical shielding. A layer of grease, dried food, soap film, or body oil is a barrier. The liquid sits on top of it. Microbes underneath are untouched, and no amount of dwell time changes that.
Chemical inactivation. Many disinfectant actives react with organic matter. Chlorine bleach in particular is consumed rapidly by organic soil, so a surface with visible residue can neutralize a large share of the product before it does any useful work. Quaternary ammonium compounds are also reduced in effectiveness by soil and by hard water minerals.
The practical result is the same either way. The product was applied, the surface looks treated, and the outcome is unknown.

Clean, Sanitize, Disinfect: Three Different Jobs
The words are used interchangeably in conversation and mean different things on a label.
Cleaning physically removes soil and a large share of the microbes along with it, using a detergent and friction. It makes no germ-kill claim.
Sanitizing reduces microbes to a level considered safe by a defined standard, a lower bar than disinfecting.
Disinfecting kills a specified set of organisms to a tested standard, and only on hard, non-porous surfaces, with a stated contact time.

The Two-Step Method
Every disinfectant that matters follows the same sequence, and it takes about a minute longer than the one-step habit.
Step one, clean. Use a detergent or all purpose cleaner and a cloth, with friction. Friction is doing more than the chemistry here, because scrubbing physically lifts material off the surface.
Step two, rinse or wipe. Remove the loosened soil and the cleaner along with it. Leaving detergent behind can interfere with the disinfectant, particularly when a soap and a quaternary product meet.
Step three, apply the disinfectant. Spray the surface directly until it is visibly wet, not the cloth.
Step four, wait. Leave it wet for the full contact time on the label, described in what contact time means on a label.
Step five, rinse if required. Food-contact surfaces and anything a child mouths generally need a plain water rinse afterward, which is part of why rinsing matters after you clean.

What About One-Step Products?
Some products are registered as a cleaner and a disinfectant in one, and their labels still say to preclean heavily soiled surfaces.
That qualifier is the whole story. A one-step product can handle a lightly soiled surface in a single application, because there is not enough material present to shield or consume the active. On a greasy stovetop or a soiled toilet rim, the same product needs a cleaning pass first, exactly like any other.

Where This Matters and Where It Does Not
Most surfaces in a home do not need disinfecting at all, and treating everything is both wasteful and hard on surfaces.
Worth the two-step treatment: kitchen surfaces after raw meat, the bathroom during and after an illness in the household, high-touch points when someone is sick, diaper changing areas, and pet accident sites.
Not worth it routinely: floors, walls, most furniture, the inside of cabinets, and bedrooms. Cleaning these is sufficient, and using a disinfectant on them adds residue, cost, and chemical exposure without a matching benefit.
Also remember that porous materials cannot be disinfected the way a hard surface can. Fabric, unsealed wood, and grout absorb liquid, and disinfectant labels apply to hard, non-porous surfaces. For those materials, the answer is laundering, replacing, or cleaning thoroughly rather than spraying.
