What does dwell time mean on a label?
Dwell time is the number of minutes a product must remain wet on the surface before it has done its job. On a disinfectant it is the tested contact time behind the kill claim. On a cleaning product it is the time the chemistry needs to break down soil so that wiping actually removes it.
Why the wet part is not negotiable
Chemical reactions happen in liquid. A disinfectant kills microorganisms while it is in solution and in contact with them, and the moment the surface dries, the reaction stops.
That is why the standard phrasing on a label is that the surface must remain visibly wet for the stated time. Not damp, not recently sprayed -- wet. A light mist on a warm counter in a dry room can evaporate in under a minute, well short of a contact time that might be four or five.
If the surface dries before the time is up, the correct response is to apply more product and restart the clock. There is no partial credit.

Where dwell times typically land
Contact times vary widely by product and by organism, and the only accurate source is the label in your hand. As a general shape of the landscape, disinfectant contact times commonly fall somewhere between thirty seconds and ten minutes.
One product can carry several different contact times on the same label -- a shorter one for common bacteria and a longer one for a harder-to-kill organism. If you want the broadest claim, you have to honor the longest time listed.
Cleaning products have dwell times too, even though they are not regulated the same way. Soap scum removers, oven cleaners, enzyme products, and heavy degreasers all state a soak or dwell period, and enzyme products in particular often need fifteen minutes or far longer.
Why spray and wipe fails
The habit is understandable. Spraying feels like the action, and wiping feels like finishing the job.
But wiping a surface twenty seconds after spraying does two things. It removes the product before the chemistry has worked, and it spreads whatever is still on the surface around rather than removing it. On a disinfectant, it means the label claim was never met. On a degreaser, it means you end up scrubbing what the product would have loosened for free.

The trick that makes dwell time free
Professional crews do not stand and wait, and neither should you. They batch it.
Apply the product to everything in the zone first -- the whole counter run, all the bathroom surfaces, every high-touch point in a room -- then go do something else in that room. By the time you come back to the first surface, the dwell time has passed, and you wipe everything in one sweep.
Done this way, dwell time costs almost nothing. Done the other way, it either gets skipped or it becomes dead time you resent.
Work in sections small enough that the first surface has not dried by the time you finish applying to the last one. In a warm or dry room, that section gets smaller.
Cleaning first is part of the same rule
A contact time assumes a clean surface. Organic soil physically shields microorganisms and chemically consumes the active ingredient, so a disinfectant applied over grease or food residue may be spent before the timer starts.

Why wipes are the hardest case
A disinfecting wipe carries a small, fixed amount of liquid, and it dries quickly once it is spread over a surface. Covering a large area with one wipe almost guarantees the surface will not stay wet for the required time.
The fix is to use enough wipes that the surface stays visibly wet throughout the contact period, which often means more wipes than people expect. Can dwell time be too long?
Occasionally, yes. Some products state a maximum, and leaving an aggressive cleaner sitting on a surface far longer than intended can dull a finish, degrade a sealer, or discolor a material.
Acidic descalers on grout and stone are the usual example, along with caustic degreasers on aluminum and painted surfaces.
