Why the test conditions matter so much
Because biology slows down when it gets cold. A test run at a steady laboratory temperature is not describing a Willamette Valley storm drain in February, and a substance that degrades in three weeks under ideal conditions may take considerably longer in cold, low-oxygen water.
The tests also use a healthy, adapted microbial population. Household plumbing, septic tanks that have been dosed with disinfectants, and treatment plants under heavy load do not always supply that. The claim is honest about the lab; it is silent about the field.
This is not a reason to dismiss the label. It is a reason to read it as "degrades under favorable conditions" rather than "disappears."
Does biodegradable mean non-toxic?
No. Biodegradability describes how quickly a substance breaks down, and toxicity describes what harm it does while it is still intact. A cleaner can be highly toxic to fish and still degrade quickly, and the two properties are measured by completely different tests.

Marketing guidance in the United States discourages unqualified degradability claims unless the material breaks down in a reasonably short time after customary disposal. - Check surface compatibility first. A product that ruins a floor has a worse footprint than one you keep using.
- Look for a qualified claim. "Readily biodegradable" with a test reference beats a bare word on the front panel.
- Look for a third-party mark. An audited program covers aquatic toxicity as well as degradation.
- Check the dilution. Using the correct amount cuts what reaches the drain more than any label word does.
- Handle disposal separately. Leftover product does not belong in the sink regardless of the claim, which is the point of why old cleaners should never go down the drain.
That order matters. Buying on the front-panel word and skipping the ingredient list is precisely the pattern described in greenwashing in cleaning products.
Safety does not soften because a label says biodegradable
Biodegradable products are still chemicals and still follow every household rule. Never combine two products in one container. Bleach with vinegar, another acid, ammonia, or rubbing alcohol releases dangerous gas, and hydrogen peroxide belongs in a separate bottle from vinegar at all times.
Acidic biodegradable cleaners including vinegar and citrus formulas etch marble, travertine, and limestone permanently.
