What salt actually does to concrete
The white crust is the visible part and the least of the damage.

When the temperature drops, the solution freezes and expands inside the pore structure, and repeated freeze and thaw cycles fracture the surface from the inside.

Salt also increases the number of freeze and thaw cycles a slab goes through, because it lowers the freezing point and lets the concrete cycle across it more often. That is the real reason salted concrete deteriorates faster than unsalted concrete.

How do you remove salt residue from concrete?
Sweep off the loose crystals, rinse the surface with plenty of water, then apply a salt-neutralizing concrete cleaner and let it dwell before scrubbing and flushing thoroughly. The residue is alkaline, so a plain water rinse dilutes it without neutralizing it, which is why the white film returns as the slab dries.
The removal method
Sweep first. Get the loose crystals and grit off before adding water, or you are making brine and pushing it back into the slab.
Flood the surface with plain water. Volume matters more than pressure. You are trying to dissolve and carry salt away, and a generous flush moves far more of it than a narrow stream.
Apply a neutralizing cleaner. Products sold as concrete salt neutralizers or salt residue removers are formulated for this and are the safe first choice. Let them dwell per the label, agitate with a stiff push broom or deck brush, then flush thoroughly.
Consider a mild acidic cleaner only if needed. Where a heavy white crust persists, a dilute acidic masonry cleaner will dissolve it. Use it cautiously: wet the concrete first, never apply acid to a dry slab, follow the dilution exactly, keep it off metal and plants, and neutralize and rinse extremely thoroughly afterward. Acid etches concrete, and an over-aggressive treatment leaves a rougher surface that holds more salt next winter.
Flush again. More than you think is necessary. Residual cleaner or dissolved salt left to dry puts you back where you started.
Where does the water go. Salty runoff harms plants and lawns. Direct it away from beds where you can, and be aware that heavy salt runoff into a storm drain reaches waterways.
The safety rules, which matter here
Never mix a chlorine bleach product with an acidic cleaner. That combination releases chlorine gas. This is a live risk in this specific job, because people reach for bleach on the green algae film that often sits alongside salt staining and then reach for an acid on the salt crust. Use one, rinse completely, let the surface drain, and only then use the other.
Never mix bleach with an ammonia-based cleaner either.
Wear eye protection and gloves with any acidic product, and work with the garage door fully open if you are indoors.
Salt on a garage floor is a different situation
Vehicles carry road salt into the garage in slush that melts and pools, and an enclosed garage floor never gets rained on. The salt just accumulates.
On bare concrete, treat it as above and then seal the slab with a penetrating sealer, which is the single most effective preventive step. A sealed floor stops absorbing the brine.
On a coated floor, the approach changes entirely. Epoxy and polyaspartic coatings are sealed already, so salt sits on top and mops off with a pH-neutral cleaner. Preventing it next winter
Removal is a yearly chore. Prevention makes it a small one.
Use a containment mat under each parking spot. These catch the slush and salt before it reaches the concrete, and you rinse the mat instead of treating the slab. This is the highest-value single purchase for a garage in a salting climate.
Seal the concrete. A penetrating siloxane or silane sealer keeps brine out of the pore structure. Reapply on the schedule the product states, typically every few years.
Choose a less aggressive de-icer where you can. Sodium chloride, ordinary rock salt, is the harshest common option for concrete.
