Find the source before you treat anything
Rust does not appear on concrete by itself. Something is putting iron there, and until you remove it the stain comes back.
Metal furniture feet. Patio chairs and tables with unprotected steel legs leave a ring at every foot. This is the most common cause and the easiest to fix.
Planters and decorative metal. Anything sitting on the slab through wet weather.
Fertilizer. Many lawn fertilizers contain iron, and a spreader that overshoots onto the driveway leaves scattered orange spotting after the next rain. Sweep spilled fertilizer off concrete immediately.
Irrigation and well water. Sprinkler systems drawing iron-rich water leave fan-shaped orange staining where the spray lands. This one recurs constantly until the sprinkler is redirected or the water treated.
Rebar too close to the surface. Orange staining in a straight line, often with fine cracking above it, can mean reinforcing steel is corroding inside the slab. That is structural, and it needs a concrete contractor.

What actually removes rust
Rust is iron oxide bonded into the porous surface of the concrete. General cleaners do not touch it, pressure does not lift it, and bleach does not fade it.
The chemistry that works is acidic. Oxalic acid is the usual choice for concrete because it chelates iron -- it binds the rust into a soluble form that rinses away -- and it is less aggressive on cementitious surfaces than the stronger mineral acids.
Commercial rust removers for concrete are commonly oxalic-based. Some products use other chelating agents that are milder still and worth trying first on light staining.
Hydrochloric or muriatic acid will remove rust by dissolving the stained surface layer of concrete itself. It works, and it leaves a lighter, rougher patch where the surface was removed. On a visible driveway that trade is usually not worth it.
The one thing you must never do
Never combine an acidic rust remover with a bleach-based product. Acid plus chloride bleach releases chlorine gas, which is dangerous in an enclosed space and unpleasant to harmful anywhere.
This matters in practice because rust removal often happens on the same slab as a general wash, and many exterior washes are bleach-based.
The safe sequence is absolute: finish one product completely, rinse the concrete until the runoff runs clear, and only then introduce the other. Never let residues meet. Never mix products in a bucket or a sprayer.

The method
1. Remove the source. Move the furniture, sweep up the fertilizer, redirect the sprinkler.
2. Test in a hidden area. Acid can lighten or etch concrete, especially coloured or sealed slabs. Test at an edge and let it dry before committing.
3. Sweep and pre-wet the area. Wetting the concrete first stops the product being pulled deep into the pores where it is hard to rinse out.
4. Apply the rust remover at the label dilution. Work in an area small enough to manage, and keep it off adjacent surfaces.
5. Dwell for the stated time. Usually several minutes. Do not exceed it -- longer is not better with an acid, it just etches.
6. Agitate with a stiff plastic-bristle brush. Never a wire brush, which leaves steel particles behind that rust and create new staining.
7. Rinse very thoroughly. More than feels necessary. Residual acid keeps working on the concrete and will keep etching after you have moved on.
8. Neutralize if the product says to. Some call for a baking soda solution rinse afterward. Follow the label.
9. Assess when dry. Wet concrete hides both the remaining stain and any etching. Repeat with a fresh application rather than extending the dwell time on the first one.
Safety and runoff
Wear eye protection, chemical-resistant gloves, and closed shoes. Acid splashes on skin and in eyes are the common injuries here.
Work outdoors with air moving. Keep children and pets away from the area until it is rinsed.
Acidic runoff harms plants and grass. Pre-wet the surrounding vegetation with plain water, keep it wet so any drift is diluted, and flood the area with plain water afterward. Check whether local rules restrict cleaning runoff entering storm drains.

When the stain does not fully clear
Some rust staining has penetrated too deep to remove entirely, particularly where iron-rich irrigation has been landing on the same spot for years.
Repeated applications lighten it further, with diminishing returns each time. Chasing the last of it with longer dwell times etches the surface and creates a bright patch that is more noticeable than the stain was.
