Yes, for a while. Anti-static products are hygroscopic -- they attract and hold water molecules from the air at the fiber surface, restoring the thin conductive layer that dry air removed. Applied to clean carpet and dried, they noticeably reduce shocks in most homes for a few months.
The catch is built into the mechanism. If the air is extremely dry, there is little moisture for the treatment to attract, so effectiveness drops exactly when you need it most. And like any topical treatment, it wears off with abrasion from foot traffic and vacuuming.
Expect roughly three to six months in a normally used room, less in a hallway. It is a renewable treatment, not a fix.
Fiber Matters More Than Most People Realize
Some carpet is built to control static and some is not.
Most modern residential carpet is manufactured with a conductive filament woven into the yarn or with an anti-static additive in the fiber itself. Those systems are permanent, they do not wear off, and carpet with them rarely produces significant static in a normal home.

That range is also the comfort range for other reasons -- it reduces dry skin, static in clothing, and shrinkage in wood floors and furniture. Below about 30 percent, static becomes noticeable in almost any home regardless of what is on the floor.

What Not to Do
Fabric softener sprayed on carpet is a widely repeated home remedy, and it is a poor idea.
It does reduce static briefly, because softener is designed to make fibers hold moisture. It also leaves a waxy, sticky residue that attracts soil directly, so the carpet gets visibly dirtier and stays that way until it is properly cleaned. And be careful about what you spray on wool. Wool tolerates roughly pH 5 to 8, takes no oxygen bleach and no high heat, and many general-purpose products fall outside that range.

Measure the humidity first, because if it reads 20 percent the answer is not a carpet treatment. Add moisture to the air and see whether the problem resolves. Wear leather-soled shoes rather than rubber if it is a specific pair causing it, since rubber soles insulate you and let charge accumulate.
Touch something grounded and metallic before touching electronics or another person. Holding a key and touching a doorknob with it discharges through the key rather than your fingertip, which removes the sting even though the discharge is the same.
If humidity is already reasonable and static persists, then an anti-static treatment is a sensible add-on at the next cleaning, applied to clean, rinsed carpet.
