Why a water-resistance rating does not mean it is safe to soak
Water resistance is tested on a new, sealed watch under laboratory pressure. It describes the watch on the day it left the factory, not the one on your wrist. Gaskets are rubber, and rubber hardens with age, heat, sunscreen, and skin oil.
A crown or pusher that has been operated hundreds of times has also worn its seal. That is why a rating of thirty or fifty meters is generally considered safe for splashes and handwashing rather than for immersion, and why service centers replace gaskets as part of routine maintenance.
Hot water is worse than cold, because heat expands the case and the trapped air inside and drives moisture past the seal as it cools. Never clean a watch under hot running water, and never bring one into a shower or sauna.
Does soap and water damage a silicone or rubber band?
No, and that is the correct method for those materials. Silicone, fluoroelastomer, and rubber bands tolerate warm water with a drop of plain dish soap, a soft brush along the ridges, a thorough rinse, and a full dry.
What ruins them is solvent. Alcohol, acetone, bleach, and strong all-purpose cleaners leach the plasticizers out of the material, and the band goes chalky, stiff, and prone to splitting at the lug holes. The change is permanent.
The other common error is putting a band back on damp. Trapped moisture between a band and a caseback is what causes the skin irritation people blame on the material, and it corrodes spring bars.
Why leather straps and water do not mix at all
Leather is a fiber network held supple by oils and fats worked in during tanning. Water swells those fibers, and as it evaporates it carries the oils out with it. The strap dries stiff, then cracks at the fold points where it bends over the wrist.
Soap accelerates the same process, and alcohol does it in a single application. So does a radiator, a hair dryer, or a sunny windowsill used to speed drying.

What about metal bracelets?
Metal bracelets hold more grime than any other type, because every link joint is a trap for skin oil and soap scum. They also tolerate the most cleaning, which is why removing the bracelet from the watch head first is worth the trouble.
Off the watch, a metal bracelet can be washed in warm soapy water with a soft toothbrush and rinsed well. On the watch, keep the water away from the case and use a barely damp brush instead.
Two cautions. Chloride bleach pits stainless steel, so no bleach anywhere near a bracelet or a caseback. Should you use an ultrasonic cleaner on a watch?
Not on an assembled watch. Ultrasonic cavitation is aggressive on adhesive joints, aged gaskets, applied dial markers, and any glued crystal, and the vibration is genuinely bad for a mechanical movement.

The routine that keeps a watch looking new
Wipe the case and the underside of the band with a barely damp microfiber cloth at the end of each day, then dry it. Most of what dulls a watch is dried sweat and lotion, and it comes off easily before it hardens.
Once a month, remove the band if it detaches and clean it properly for its material. Brush the gap between the lugs and the case, where a surprising amount of lint collects, using a dry soft brush.
Rinse a watch with fresh water after any exposure to salt water or chlorinated pool water, provided the watch is rated for it, and dry it fully. Salt is corrosive to both steel and gaskets.

Condensation under the crystal means the seal has already failed and the movement is being exposed to moisture. Cleaning will not help, and running the watch makes it worse.
